Construction update - November 2025

Neighbourhood and Alley Renewal construction in Dunluce has wrapped up for the 2025 construction season!

2025 construction began in May and was finished the third week of October. The 2025 construction season was a success and we completed all planned construction including the reconstruction of the alleys throughout the community, along with underground infrastructure work and any nearby concrete flatwork and landscaping.

Neighbourhood Renewal work will start again in Dunluce in the spring of 2026, weather permitting. The planned scope for 2026 includes the remaining alleys, along with neighbourhood renewal on some front streets and landscaping. Prior to work resuming, construction notifications will be delivered to impacted residences.

Thank you for your patience and understanding as we completed a successful year of neighbourhood renewal construction. Construction in the Dunluce Neighbourhood began in spring 2025 and is expected to take 5 years (completion in fall 2029).

Neighbourhood Renewal in Dunluce is progressing on time and on budget.

Sidewalk Reconstruction Local Improvement Results

As part of the Dunluce Neighbourhood and Alley Renewal project, residents were invited to participate in the petition process for the sidewalk reconstruction local improvement. There were four local improvement project areas within the neighbourhood. Having multiple local improvement project areas is typical for Neighbourhood Renewal projects and aligns with the planned construction phasing for the project. In 2025, Dunluce property owners were mailed a local improvement package dated June 3, 2025. This package included information about the sidewalk reconstruction local improvement and a form for those who wished to petition against. Property owners had 30 days to return a petition against the local improvement. This 30-day petition period has since expired.

The results of the petition are as follows: Project Area 1 has a total of 424 property owners. The City received 38 petitions against the local improvement in this area (9 per cent of area property owners). Project Area 2 has a total of 384 property owners. The City received a total of 48 petitions against the local improvement in this area (13 per cent of area property owners). Project Area 3 has a total of 269 property owners. The City received 25 petitions against the local improvement in this area (9 per cent of area property owners). Project Area 4 has a total of 252 property owners. The City received 12 petitions against the local improvement in this area (5 per cent of area property owners).

Across the neighbourhood, this equates to 9 per cent of the property owners petitioning against the local improvement. These numbers include all petitions received, including invalid petition forms that did not meet the legal requirements of the form.

All petition forms that the City receives are reviewed and counted as part of the petition process.

Since the City did not receive the required majority (50% +1 of property owners) petitions against the local improvement in any project area, sidewalk reconstruction will move forward for City Council approval.

Construction phasing is planned to occur as follows:

2026 - Project Area 3
2027 - Project Area 4
2028 - Project Area 1
2029 - Project Area 2

Decorative Street Blades

As part of the Dunluce Neighbourhood and Alley Renewal, the community has the option to receive decorative street blades throughout the neighbourhood at no additional cost to property owners.

About the Project

Neighbourhood Renewal rehabilitates residential roads, replaces street lights, sidewalks, curbs and gutters, and adds missing sidewalk links, where possible. Other opportunities to improve how people walk, bike, roll, drive and gather in the neighbourhood, and how they enjoy City-owned parks and open spaces are also explored.

Alley Renewal will be included as part of the Dunluce neighbourhood reconstruction. Alley Renewal involves alley reconstruction and repaving, improvements to surface drainage where possible, and upgrading of existing alley lighting to LED fixtures. The community will also see work in the alley to locate underground utilities for design preparation, prior to construction.

A series of public events will be scheduled by the project team which will give residents the opportunity to build a project vision and guiding principles together and provide regular feedback on the different stages of the project including design.

Cost-sharing opportunities will be made available through the local improvement process for sidewalk reconstruction and decorative street light upgrades in the neighbourhood. Arterial roads are not included in the scope of work.

Project update - August 2024

The Project Team continues to work toward the final design for Dunluce Neighbourhood and Alley Renewal. Using City Policies and technical requirements, while considering public engagement feedback, the Project Team is committed to creating a design to bring infrastructure improvements to Dunluce for the next 30 to 50 years.
