Dunluce has been chosen for Neighbourhood and Alley Renewal. Construction is scheduled to begin in 2025.
Sidewalk reconstruction local improvement notices dated May 30, 2025 have been sent to applicable Dunluce property owners. The due date to return a petition against the local improvement in this notice is incorrect. A new notice will be mailed and property owners are asked to disregard the May 30, 2025 notice. The new notice will have the updated date in which petitions must be returned by.
Planning and design has been underway for Dunluce Neighbourhood and Alley Renewal since August 2022. The Project Team has worked to create a design that meets current City standards, policies and technical considerations and considers public input.
We presented the final design to the community in November 2024 and now the time has come to start Preparing for Construction!
We invite you to learn and ask questions about construction and share your feedback and perspectives to identify potential impacts you may experience during construction.

A Local Improvement is a construction project undertaken near or adjacent to residents’ properties which is considered more beneficial to the property owner and local area than to the City as a whole. These include upgrades to decorative street lights and sidewalks . The community must submit their choice of decorative lighting (colour, pole, arm, and/or luminaire) from the options attached to the City for consideration by May 1, 2024.
As part of the Dunluce Neighbourhood and Alley Renewal, the community has the option to receive decorative street blades throughout the neighbourhood at no additional cost to property owners.
Neighbourhood Renewal rehabilitates residential roads, replaces street lights, sidewalks, curbs and gutters, and adds missing sidewalk links, where possible. Other opportunities to improve how people walk, bike, roll, drive and gather in the neighbourhood, and how they enjoy City-owned parks and open spaces are also explored.
Alley Renewal will be included as part of the Dunluce neighbourhood reconstruction. Alley Renewal involves alley reconstruction and repaving, improvements to surface drainage where possible, and upgrading of existing alley lighting to LED fixtures. The community will also see work in the alley to locate underground utilities for design preparation, prior to construction.
A series of public events will be scheduled by the project team which will give residents the opportunity to build a project vision and guiding principles together and provide regular feedback on the different stages of the project including design.
Cost-sharing opportunities will be made available through the local improvement process for sidewalk reconstruction and decorative street light upgrades in the neighbourhood. Arterial roads are not included in the scope of work.
The Building Great Neighbourhoods project team are genuinely interested guests, stepping into your neighbourhood like a visitor in your home. We want to learn and appreciate how you live and what you value in your community. Through public engagement, we will gain an understanding about what you need and value in your neighbourhood.
We seek to involve you in decision-making to shape the vision for engagement and neighbourhood improvements. Working together, we can make the most out of your neighbourhood.
We have created a road map to help you and your neighbours understand the steps of the renewal process and how you can participate. At each step we will tell you what the purpose is and how your input will inform the decisions being made. We commit to report back on how we used your input.
The Concept phase is when we need to hear from you the most! We need your help to co-create a vision and guiding principles, explore opportunities, and explore options and tradeoffs. These are the most important pieces for your Neighbourhood Renewal and will be used to create a draft design to best meet your neighbourhood needs.
During the Design phase, we want your input on the refined designs for your neighbourhood. Your feedback will be incorporated into the final design, alongside technical requirements and City policies. These designs were created from the vision and guiding principles we co-created together. You shared your input, we incorporated your feedback, now we build!
During the Build phase, we want to hear your concerns about how construction may affect your private property.

We will be reaching out to you again in spring 2025 as we enter the Preparing for Construction stage of Neighbourhood and Alley Renewal.
The Project Team continues to work toward the final design for Dunluce Neighbourhood and Alley Renewal. Using City Policies and technical requirements, while considering public engagement feedback, the Project Team is committed to creating a design to bring infrastructure improvements to Dunluce for the next 30 to 50 years.

The online survey closed on May 28, 2023 and we appreciate everyone who took the time to provide their feedback through the online presentation, the survey, emails and phone calls with the Project Team. We will use City Policy, technical analysis and your input to create a draft design to share with your community in the fall of 2023.
