In the long run, the Valley West LRT will support compact, lively neighbourhoods and give you a convenient option for moving around the city as it grows by a million more people in the decades to come.

But first, we have to build it. For the next several years, you can expect construction to take place between downtown and Lewis Farms.

Construction Impacts

Knowing how you fit into construction is important. Generally, here’s what you can expect:

Residents

I am a resident

Access to my Home
The contractor will maintain at least 1 access to residences, provide wayfinding signs and give detour options for pedestrians, cyclists and vehicles when they are available.

Traffic Impacts
Traffic will be impacted with lane reductions and closures along the route. The contractor will provide wayfinding signs and give detour options for pedestrians, cyclists and vehicles.

Roadway Lane Closures
Before a lane is closed, the contractor will give owners information on more specific construction timelines and detour plans.

Dust and Debris
The contractor will keep construction areas free of dust and debris. These rules for dust and debris are outlined in the Community Standards Bylaw.

Waste Collection and Mail Delivery
Essential services will continue for residential properties. There could be changes for waste collection, such as moving the pickup location from the front to the back of properties. Impacted residences will be given advance notice.

Tree Removals/Relocates/Pruning
Contracted crews will remove, relocate and prune a limited number of trees along the LRT route. We have worked hard to reduce impacts to trees along the line. We are protecting and working around existing trees when we can, and will relocate or plant new trees where necessary.

Before a lane or sidewalk is closed, the area will be marked with appropriate detour signage.

Bus Service

What can I expect from the City during construction?

Here are some of the activities we have planned to keep you informed during construction.

LRT Projects Information Centre

Access to City Staff

We are available for an email, phone call or virtual meeting. We can also arrange for members of our project team to speak at your community or business meetings.

Project Updates

When we can, we will distribute information bulletins and postcards to businesses and residents close to the line with information about the project progress and milestones. We also regularly send out project updates. You can subscribe here.

Information Sessions

We will host a variety of information sessions with members of the project team so you can learn more about the project and ask questions.

Construction Guide for Businesses

Our Business Construction Guide has lots of information on how you can best prepare for construction.

Open for Business Signage

When normal routes to businesses are not possible due to construction, temporary signs are placed in the public sidewalk or roadway to direct customers around or through the construction area. We will also provide Open for Business signage. Details on the signage will be available at a later date.

Citizen Working Group Meetings

The Valley Line West has 5 Citizen Working Groups that work with neighbouring communities to share information, identify issues and seek opportunities to minimize impacts related to construction.

Working with Marigold Infrastructure Partners

In December 2020, the City selected Marigold Infrastructure Partners to design, build and partially finance the Valley Line West LRT. Marigold will notify those located near the LRT line about upcoming construction. Marigold will also have their own plans and activities for working with you through construction.

What are the benefits of having an LRT nearby?

There are many benefits to being located near an LRT. The Valley Line West LRT will:

Offer a frequent and reliable transit choice for moving around our growing city
Reduce the need for automobile travel
Create more compact and lively neighbourhoods, where work and life are nearby
Provide a link to major destinations; including NorQuest College, MacEwan University, 124 Street, Meadowlark Mall, the Misericordia Hospital and West Edmonton Mall

What does construction look like right now? What about in the future?

Marigold began detailed design and early construction work for the route in 2021. Construction will take 5 to 6 years to complete. Our utility relocation partners, including EPCOR, ATCO Gas, and telecommunications companies, are continuing to complete work along the alignment. Once Marigold completes detailed design and early construction they will start the LRT construction, which includes:

Widening and rebuilding roadways and sidewalks
Building and installing LRT tracks and platforms
Rebuilding the bridge along Stony Plain Road and Groat Road so the LRT can travel on it
Building an elevated guideway on 87th Avenue between 165 Street and 178 Street that connects the elevated West Edmonton Mall and Misericordia Hospital stations
Building an LRT bridge over Anthony Henday Drive on 87 Avenue
Building Operations and Maintenance Facilities at Gerry Wright OMF site (Whitemud Drive and 75 Street) and Lewis Farms
Building 14 stops, 2 stations and a new transit centre at West Edmonton Mall

When construction is complete, we will need to test/commission the line to make sure the LRT vehicles will run safely and correctly on the LRT tracks, and train our operators before we open the line to public service.

What are the general impacts?

We’ll work hard to lessen the impacts of construction, but you can expect noise, vibration and debris in areas close to construction. There will also be lane, road, sidewalk and pathway closures that will require detours along the route.

Will you build one section at a time or will I see construction along the whole route the whole time?

Marigold is still firming up construction schedule details, but we expect they will tackle the project sequentially, by bodies of work rather than locations. This helps to ensure the project is completed on budget and on time. You can think of it like building a home. Builders don’t complete one room at a time. Instead they start with the foundation, then framing, electrical and so on.

What are the hours for construction?

The contractor will be required to follow the construction hours outlined in the City’s Community Standards Bylaw. Hours of construction are:

Monday-Saturday: 7am-9pm
Sunday and Holidays: 9am-7pm

There are occasions when our contractor can apply for permits to complete work outside of these hours.

How loud will the construction be?

The contractor will be responsible for ensuring all noise complies with the City’s Community Standards Bylaw. If construction noise levels exceed the maximum limits (65 dBA, which is similar to the volume of a normal conversation) the contractor will have to apply for an exemption to complete the work.

How can I document the condition of my property before construction begins?

If you live right along the route, voluntary assessments are completed before LRT construction begins. The City will offer a pre-construction building condition assessment for properties located along the route.

The building condition assessment provides a snapshot of any visible structural damage that exists both inside and outside of a building before construction of the LRT begins, such as cracks in the walls or damage to the foundation. This information is included in a report that property owners are able to request a copy of for their files. In the unlikely event that a building is damaged during nearby LRT construction, the report provides a clear picture that can be used for a before-and-after comparison. This helps protect property owners by providing them proof of the condition of their building before construction began.

The City has already started its pre-construction building condition assessment for residential and commercial properties.

What happens if you damage my property?

The contractor makes every effort to prevent property damage and will be responsible for any property damage related to construction. In the unlikely event that private property is damaged as a result of construction, property owners may file a claim directly with the contractor.

Who is building the Valley Line West LRT?

The City is responsible for delivering the project. The project is funded by all 3 levels of government, with the Government of Canada and the Government of Alberta each providing approximately 40% of the funding, and the City of Edmonton funding the remaining 20%.

Marigold Infrastructure Partners has been selected to design, build and partially finance the Valley Line West. Marigold is responsible for communicating the day-to-day construction impacts to business owners. We have recently selected Hyundai Rotem Company as the successful supplier that will provide 40 light-rail vehicles (LRVs) for this project. Other contractors will be selected as needed, to supply operations and maintenance services, and other supporting construction activities.
