Overlanders and Homesteader have been chosen for Neighbourhood Renewal. Construction is underway in Overlanders. Construction in Homesteader is currently expected to begin in 2026.

Construction Update - November 2025

Neighbourhood Renewal construction in Overlanders has wrapped up for the 2025 construction season!

2025 construction began in May and was finished the 3rd week of October. The 2025 construction season was a success and we completed all planned construction including:
The reconstruction of roads, sidewalks, curbs and gutters in the following areas:

William Hustler Cresent
Humberstone Road
Hunt Road
Huffman Crescent
Hughes Road

Streetlights in the 2025 construction area were not completed this year. Crews will replace the lights over the winter.

Parts of the 2025 construction area may also require sod. Once the weather warms up, typically in early May, the landscape subcontractor will be completing the sod placement. By waiting until spring, the sod is more likely to establish.

Neighbourhood Renewal work will resume in Overlanders in spring 2026, weather permitting. The planned scope for 2025 will include Hooke Road, Hollinger Close, Horner Road and Hooper Crescent. Prior to work resuming, construction notifications will be delivered to impacted residences.

Thank you for your patience and understanding as we completed another successful year of Neighbourhood Renewal construction. Construction in Overlanders began in spring 2025 and is expected to take 2 years (planned completion fall 2026).

Neighbourhood renewal in Overlanders is progressing on time and on budget.

About the Project

Neighbourhood Renewal rehabilitates residential roads, replaces street lights, sidewalks, curbs and gutters, and adds missing sidewalk links, where possible. Other opportunities to improve how people walk, bike, roll, drive and gather in the neighbourhood, and how they enjoy City-owned parks and open spaces are also explored.

A series of public events were scheduled by the project team to give residents the opportunity to build a project vision and guiding principles together and provide regular feedback on the different stages of the project including design.

Cost-sharing opportunities will be made available through the local improvement process for sidewalk reconstruction and decorative street light upgrades in the neighbourhood. Arterial roads and alleys are not included in the scope of work.

Homesteader Park Tree Removal

Residents shared overwhelming support for widening existing sidewalks in Homesteader Park to accommodate new shared pathways during the Community Feedback on Draft Design stage of engagement.

As the Project Team continues to develop the final neighbourhood design, the City’s forestry team determined some trees in Homesteader Park will need to be removed or pruned to accommodate the new shared pathways.

The trees are mainly located on the west perimeter of the park
Suitable tree species will be planted to offset any trees that are removed
A notification letter was sent to the community in April 2024
Trees identified for removal were marked with orange paint in spring 2024

Local Improvement Options

A Local Improvement is a construction project undertaken near or adjacent to residents’ properties which is considered more beneficial to the property owner and local area than to the City as a whole.

As part of the Overlanders and Homesteader Neighbourhood Renewal project, residents were invited to participate in the petition process for the sidewalk reconstruction Local Improvement. There were two Local Improvement project areas within the neighbourhood: one for the area north of Hermitage Road and one for the area south of Hermitage Road. Having multiple Local Improvement project areas is typical for Neighbourhood Renewal projects and aligns with the planned construction phasing for the project. Property owners in Overlanders were mailed a Local Improvement package dated January 28, 2025. This package included information about the sidewalk reconstruction Local Improvement and a form for those who wished to petition against. The 30-day petition period has since expired.

The results of the petition are as follows: The north section has a total of 215 property owners and the City received 25 petitions against the Local Improvement in this area (12 per cent of property owners in this area). The south section has a total of 214 property owners and the City received a total of 106 petitions against the Local Improvement in this area (49 per cent of property owners in this area). Across the neighbourhood, this equates to 30 per cent of the property owners petitioning against the Local Improvement. These numbers include all petitions received, including invalid petition forms that did not meet the legal requirements of the form.

All petition forms that the City receives are reviewed and counted as part of the petition process. This includes any forms that were mailed prior to the end of the 30 day petition period but were received after the deadline.

Since the City did not receive the required majority (50 per cent plus one) petitions against the Local Improvement in either project area, sidewalk reconstruction will move forward. Construction south of Hermitage Road will begin this spring. The areas north of Hermitage Road will begin next year.

The sidewalk renewal Local Improvement process for Homesteader will take place in early 2027.

Decorative Street Blades

As part of the Overlanders and Homesteader Neighbourhood Renewal, the community has the option to receive decorative street blades throughout the neighbourhood at no additional cost to property owners. Through voting online and at a public engagement event, community members have selected the black option.

2025 Construction Updates

October 2025

Currently, sidewalk installation is in progress in the green space area behind Huffman Crescent, within the 2025 scope of work. Road reconstruction is ongoing on Huffman Crescent, Hughes Road, and Hunt Road. The drainage work for the 2025 scope is complete and street light relocations and installations are still in progress.

Road reconstruction on Hunt Road from Hermitage Road to Humberstone Road
West side green space behind Huffman Crescent Road

September 2025

Sidewalk installation is ongoing on Hermitage Road Crescent at the west side of the 2025 scope work.

Road reconstruction is started on Humberstone Road and Hughes Road.

Drainage work for the 2025 scope is nearly complete.

Streetlight relocations and installations are ongoing.

August 2025

Sidewalk installation is ongoing on the north side of Huffman Crescent and Humberstone and the west side of Hughes Road. Road reconstruction has started on the east side of William Hustler Crescent. Street light relocations started in July and continue.

Drainage work for the 2025 scope is nearly complete.

July 2025

Construction is currently underway in the following areas:

The 2025 scope of drainage work is also complete.

June 2025

Sidewalk installation has started on William Hustler Crescent, beginning just south of Hermitage Road. Drainage work for the 2025 scope is nearly complete. Streetlight relocations and installations are expected to begin mid-June, starting on the west side of Huffman Crescent.

April 2025

It’s the first year of Overlanders and Homesteader Neighbourhood Renewal and we are scheduled to start in Overlanders in May 2025! Work will consist of reconstruction and paving of the roads, removal and replacement of public sidewalk, curb, gutter and street lighting.

This year, the majority of construction will take place south of Hermitage Road.

Preparing for Construction – February 2025

Planning and design has been underway for Overlanders and Homesteader Neighbourhood Renewal since fall 2022. The Project Team has worked to create a design that meets current City standards, policies and technical considerations and considers public input.

We presented the final design to the community in November 2024 and the engagement summary is now ready.

Now the time has come to start preparing for construction.

We invite you to learn and ask questions about construction and share your feedback and perspectives to identify potential impacts you may experience during construction.

Neighbourhood Renewal construction in Overlanders is scheduled to begin in spring 2025 with anticipated completion in fall 2026. Homesteader construction is anticipated to begin in spring 2027 with anticipated completion in fall 2029.

A Preparing for Construction event is planned for early 2027 for the residents of Homesteader.

Building a Project Vision Together and Exploring Opportunities - December 2022

Thank you to everyone who engaged with us on the Building a Project Vision Together and Exploring Opportunities stages of the project. The online survey closed on December 7, 2022 and we appreciate everyone who met with us and took the time to provide their feedback. The feedback gathered will be used to create a draft project Vision and Guiding Principles and to develop design options for improvements in the neighbourhood.

As we move forward into our Exploring Options and Tradeoffs stage of engagement we look forward to having a conversation with residents about the benefits and trade-offs of potential options. We will use the feedback from this conversation to identify what the community, as a whole, deems important to maintain and what is flexible when we REFINE the Neighbourhood Renewal design.

We will use City Policy, technical analysis and your input to create a draft design to share with your community in the fall of 2023. Please see the Scope Map for details.

Starting the Conversation - October 2022
