105 Avenue Streetscape

The 105 Avenue Streetscape is divided into 3 phases and includes a design refresh and bike lane. The project was completed in fall 2023.

Project Update - November 2023

Construction on the 105 Avenue Streetscape project began in June 2021 and was completed in phases with the avenue reopening to full capacity in November 2023.

The streetscape from 109 Street to 117 Street includes new protected bike lanes, updated sidewalks and roads, along with the addition of new trees and street lighting. The Columbia Plaza was completed this year as a welcoming space for those who use the area to safely rest, and connect with their community.

Project Background

105 Avenue is emerging as a key corridor in the revitalization of the Downtown north edge.

In 2016, the City constructed the Phase 1 streetscape improvements from 116 Street to 119 Street, to help make 105 Avenue more accessible and pedestrian friendly. This construction is based on the 2013 preliminary design focused on 105 Avenue between 109 Street and 119 Street.

In 2017, the City refreshed the 2013 preliminary design with an emphasis on protected bike lanes. Stakeholder and public engagement occurred throughout this process. A recommended option with 2-way traffic, 1-way bike lanes and some loading zone/parking between 109 Street and 116 Street, was developed and taken to Council in 2019 in the Roll Plan.

Project History

Project Update - April 2023

Construction on Phase 3 of the 105 Avenue Streetscape between 113 Street and 116 Street is anticipated to begin in late April.

Construction work will include:

Drainage work
Road and sidewalk reconstruction
Intersection reconstruction
Streetscaping
Installation of the Columbia Avenue Plaza

The reconstruction of the 105 Avenue intersections will be completed consecutively with 112 Avenue, 113 Avenue, 114 Avenue and 115 Avenue intersections requiring temporary full road closures.

The installation of permanent one-way bike lanes will be completed between 112 and 109 Street, as well as on 116 and 113 Street. A temporary road closure of 105 Avenue will be required during construction on this segment.

The conversion to one-way bike lanes west of 109 Street will require the two-way bike lane between 109 and 105 Street to be converted to one-way bike lanes on either side of 105 Avenue. The bike lane conversion will result in the closure of the diagonal section of 105 Avenue west of 108 Street.

Access

Vehicular traffic will be directed into one-way traffic on 105 Avenue between 109 Street and 116 Street as required. Motorists can detour either along 104 Avenue or 106 Avenue.
Cyclists are asked to detour along 106 Avenue between 100 Street to 117 Street. The speed limit will be reduced along this road to accommodate safe travel. Detour maps will be posted along the route.
Pedestrians are asked to follow the detour signage provided along the route where sidewalk segments remain under construction.
Access to businesses and residences will be maintained during construction.
Parking at Park Avenue Apartments will be maintained during 112 Avenue and 113 Avenue temporary closures.

Project Update – May 2022

Phase 1 streetscape construction between 109 Street and 111 Street is nearing completion. Bollards, lighting, and trees are anticipated to be installed in summer 2022.

Starting May through early July, a full road closure between 112 Street and 113 Street will occur for sewer installation and a lane closures will occur to complete the streetscape construction from east of 111 Street to 112 Street. Cyclists are being asked to detour on 106 Avenue between 110 Street and 115 Street during construction.

Phase 2 streetscape construction between 113 Street and 116 Street is anticipated to begin late June or early July. The streetscape work will include some sewer work, road and sidewalk construction, streetlights, tree installation, and electrical work. One way traffic will occur between 113 Street and 116 Street. The direction will change as required for construction. This work is anticipated to be completed in late fall 2022.

Access to businesses will be maintained during construction. Temporary full road/sidewalk closures in this area may occur to accommodate construction activities.

Cyclists are being asked to travel along 106 Avenue while construction of the bike lane is being completed. Motorists are asked to use 106 Avenue or 104 Avenue for through traffic. Pedestrians are asked to follow the detour signs provided on site. Please watch for signage and detours in the area.

Project Update - September 2021

Streetscape construction for Phase One, between 109 Street and 112 Street, is ongoing. Sections of the sidewalk and interim paving on the north side of 105 Avenue between 109 Street and 111 Street have been completed, as well as the storm sewer installations between 109 Street to 112 Street.

Remaining items for Phase One that will be complete this year include road and sidewalk construction, streetlights, trees, new paving stone crossings, electrical work and storm and sanitary sewer work. Drainage upgrades between 114 Street and 115 Street have begun and storm sewer installation between 112 Street to 113 Street will follow this work. Phase One is anticipated to be complete by the end of the 2021 construction season.

Access to businesses will be maintained during construction, as well as one-way traffic for motorists and pedestrians. 105 Avenue will have single lane directional closures for motorists to accommodate construction. Cyclists are being asked to travel along 106 Avenue while construction of the bike lane is being completed. Please watch for signage and detours in the area and thank you for your understanding as we complete Phase One.

Construction Update - June 2021

Construction along 105 Avenue, between 109 Street to 113 Street, begins early June. The westbound vehicle lane and the northside shared-use path will be closed to accommodate construction needs. Westbound vehicles are asked to please use another route and detour signage is in place for cyclists and pedestrians (see map). This phase of construction and closures is anticipated to be complete by early August.

Design Update

The 105 Avenue road alignment between 109 and 108 Streets will be modified (see map). In addition, the existing 2-way protected bike paths will be replaced by new 1-way protected bike paths in both directions on 105 Avenue east of 109 Street. To accommodate these changes, 26 parking stalls will be removed between 109 Street and 105 Street. This construction is anticipated to occur in spring/fall 2022.

Construction Update – May 2021

The construction of the Phase 1 streetscape between 112 Street and 109 Street will be starting in May 2021. Underground utility replacements will continue between 116 Street and 113 Street in 2021. There will be temporary closures and detours during construction (see map).

Construction Update - May 2020

Construction funding has been approved as part of the 2019 – 2022 Capital Budget. Detailed design for 105 Avenue, between 109 Street and 116 Street, is currently ongoing.

Project Update - August 2019

Thank you to everyone who provided their feedback at the June public event and the online survey. A What We Heard report has been created that includes all feedback from both the public event and the online survey. From the feedback collected, the final design will accommodate soft and hard landscaping including: grass, feature walls, planting and seating areas. Prior to construction, there will be a pre-construction public event to provide information about construction timelines.

February 2019: Plaza Stakeholder Workshop

The City held a Stakeholder Workshop on February 23, 2019 where representatives from communities were invited to advise the project team on preferred uses for the plaza. The workshop looked at opportunities and constraints, who will use the plaza and what activities are envisioned in the location.

January 2019: Project Update

The recommended design shared at the October 30, 2018 public event was presented and approved by City Council's Urban Planning Committee in November 2018.

In December 2018, City Council approved the construction budget for 105 Avenue from 109 Street -116 Street as a part of the 2019-2022 budget deliberations. Utility relocation for this area is anticipated to begin in 2019 with roadway construction anticipated to start in 2021.

October 30, 2018: Public Information Session

The City held an information session on October 30, 2018 where residents were invited to view the updated preliminary design and alternatives that were considered, which were presented to City Council. Members of the project team were also available to answer any questions that attendees had regarding the project.

February 13, 2018: Preliminary Design Update

On February 13, the project team met with the public to share the preliminary design update for 105 Avenue Streetscape (Columbia Avenue). Participants were able to provide their feedback and speak with members of the project team about the design plan.

It was identified just prior to the public meeting that possible changes to Phase 1 of 105 Avenue from 116 Street to 119 Street may be needed to provide consistency for cyclists, pedestrians and motorists on both the north and south sides of 116 Street. Potential options were presented in one of the display boards at this public meeting.

The City of Edmonton held an open house about the reconstruction and streetscaping of 105 Avenue, between 119 Street and 116 Street. The open house was an informal, drop-in event with visual displays and opportunities for the public to ask have their questions answered.
