The Low Level Bridges are reaching the end of their useful service life and need to be rehabilitated.
Project Background
The two Low Level Bridges were built at different times and each bridge has different rehabilitation needs to extend their service life and reduce the risk of unplanned disruptions.
Low Level Bridge Northbound was constructed in 1900 and is Edmonton’s oldest river crossing bridge. The northbound structure underwent its most recent major rehabilitation in 2006, which provided an additional 25 years of service for the structure. Low Level Bridge Southbound was constructed in 1949 and underwent its most recent major rehabilitation in 1994. This structure was designed to match the northbound structure but does not hold a historic designation.
A typical bridge design life expectancy is between 75-100 years with rehabilitation work every 25 years to maintain critical elements. Both bridges are nearing the end of service life but given the results of condition assessments, maintenance costs and planning and design work, it has been determined that the eventual decommissioning of the southbound structure and rehabilitating the northbound structure is the preferred option.
Northbound Bridge
Rehabilitation efforts will focus on immediate needs for the northbound bridge, such as replacing and strengthening some bridge components, upgrading the guard rail, and replacing the timber pedestrian decking. This work is currently anticipated to begin construction in 2026.
Southbound Bridge
The southbound structure will undergo upgrades to extend its service life as an interim solution. An enhanced operation plan will be in place to ensure the bridge remains safe for use. Additionally, a transportation network planning study will be completed to determine the best way to replace the crossing capacity that will be lost upon the eventual decommissioning of the southbound Low Level Bridge. This work is currently anticipated to begin construction in 2025.
