Construction Update - June 2025

The first year of the Hillview Neighbourhood and Alley Renewal is underway!

This map numbers the alley projects. Construction is underway in Projects 1 and 2. Project 3 is planned for construction next.

This year, the majority of construction will take place in the alleys only. Please view this scope map to see the 2025 construction area.

Local Improvement Options

A Local Improvement is a construction project undertaken near or adjacent to residents’ properties which is considered more beneficial to the property owner and local area than to the City as a whole. These include upgrades to decorative street lights and sidewalks.

The community league surveyed community members and the majority chose to not pursue decorative street lights. All street lights in the neighborhood will be replaced with new, galvanized street lights at no additional cost to the residents.

Decorative Street Blades

As part of the Hillview Neighbourhood and Alley Renewal, the community has the option to receive decorative street blades throughout the neighbourhood at no additional cost to property owners. A design was chosen by the community league and an image is available in the What We Decided report.

About the Project

Neighbourhood Renewal rehabilitates residential roads, replaces street lights, sidewalks, curbs and gutters, and adds missing sidewalk links, where possible. Other opportunities to improve how people walk, bike, roll, drive and gather in the neighbourhood, and how they enjoy City-owned parks and open spaces are also explored.

Alley Renewal will be included as part of the Hillview neighbourhood reconstruction. Alley Renewal involves alley reconstruction and repaving, improvements to surface drainage where possible, and upgrading of existing alley lighting to LED fixtures. The community will also see work in the alley to locate underground utilities for design preparation, prior to construction.

A series of public events will be scheduled by the project team which will give residents the opportunity to build a project vision and guiding principles together and provide regular feedback on the different stages of the project including design.

Cost-sharing opportunities will be made available through the local improvement process for sidewalk reconstruction and decorative street light in the neighbourhood. Arterial and collector roads (Woodvale Road, 36A Avenue and 58 Street) are not included in the scope of work.

The Building Great Neighbourhoods project team are genuinely interested guests, stepping into your neighbourhood like a visitor in your home. We want to learn and appreciate how you live and what you value in your community. Through public engagement, we will gain an understanding about what you need and value in your neighbourhood.

We seek to involve you in decision-making to shape the vision for engagement and neighbourhood improvements. Working together, we can make the most out of your neighbourhood.

How to Get Involved

We have created a road map to help you and your neighbours understand the steps of the renewal process and how you can participate. At each step we will tell you what the purpose is and how your input will inform the decisions being made. We commit to report back on how we used your input.

Concept Phase

The Concept phase is when we need to hear from you the most! We need your help to co-create a vision and guiding principles, explore opportunities, and explore options and tradeoffs. These are the most important pieces for your Neighbourhood Renewal and will be used to create a draft design to best meet your neighbourhood needs.

Design Phase

During the Design phase, we want your input on the refined designs for your neighbourhood. Your feedback will be incorporated into the final design, alongside technical requirements and City policies. These designs were created from the vision and guiding principles we co-created together. You shared your input, we incorporated your feedback, now we build!

Build Phase

During the Build phase, we want to hear your concerns about how construction may affect your private property.

Preparing for Construction - February 2025

Planning and design has been underway for Hillview Neighbourhood and Alley Renewal since October 2022. The Project Team has worked to create a design that meets current City standards, policies and technical considerations and considers public input.

We presented the final design to the community in September 2024. Now the time has come to start Preparing for Construction!

We invite you to learn and ask questions about construction and share your feedback and perspectives to identify potential impacts you may experience during construction.

A What We Heard Report summarizing your feedback is now available.

The feedback gathered will be used to create a draft design for Hillview Neighbourhood and Alley Renewal. In early 2024, we will share the draft design with you and ask for your input as we move into the Community Feedback on Draft Design stage of Neighbourhood and Alley Renewal.

During this stage, we commit to use the priorities we heard during the engagement to inform the draft design for the project.
