Independent Council Compensation Committee

At the December 12, 2023, City Council meeting, Bylaw 20702 was passed, establishing the Independent Council Compensation Committee. The first meeting of this committee was held May 22, 2024; subsequent meeting dates are identified in the meeting minutes.

Since 1999, temporary Independent Council Compensation Committees have been established to review and make recommendations on the remuneration provided to members of Council, and the frequency of those reviews.

Highlights

2024 Committee

At the December 12, 2023 City Council meeting, Bylaw 20702 was passed, establishing the Independent Council Compensation Committee.

2020 Committee

At the February 19, 2020, City Council meeting, Bylaw 19212 was passed, establishing the Independent Council Compensation Committee.

The Committee completed its mandate and presented its final report to Council on October 19, 2020. All recommendations were accepted by Council. The Committee terminated on October 19, 2020 as per Bylaw 19212.

2017 Committee

At the June 27, 2017 City Council meeting, Bylaw 18119 was passed. This established the Independent Council Compensation Committee with a mandate to review the salary of Council in light of economic changes, the recent federal removal of the non-taxable option and comparable municipalities.

The Committee presented its final report and its recommendations were approved by City Council on August 29, 2017. The Committee terminated on August 31, 2017 as per Bylaw 18119.

2012/2013 Committee

At the December 14, 2011, City Council meeting, Bylaw 15969 was passed, establishing a new Independent Council Compensation Committee. The Committee was comprised of five citizen members appointed by the City Manager. During their term, committee members reviewed and made recommendations on the remuneration provided to Members of Council, including base salary, other forms of compensation, benefits, pensions, other allowances and market adjustment policies. The Committee reported its recommendations to City Council on January 23, 2013. The 2012/2013 Committee terminated on August 31, 2013 as per Bylaw 15969.

Members

Paul Precht

Paul is an energy economist and consultant bringing over 25 years of international experience. He served on the Independent Council Compensation Committee in 2013, 2017 and 2020. He has taught economics at the Northern Alberta Institute of Technology and Athabasca University, has worked at the Government of Alberta as an economic analyst and an executive, is a Past President of the Economics Society of Northern Alberta, an Executive Fellow at the University of Calgary School of Public Policy and an active community member.

Dan McKinley

Dan has over 40 years of experience in public accounting to his role and previously served on the Independent Council Compensation Committee in 2012 and 2017. He specializes in taxation, financing proposals, restructuring arrangements, cross border transactions and operations, and litigation settlements. He is currently a Controller with Triple Five Corporation, where his present focus has been on overseeing Canadian tax reporting, consulting on corporate structure and other advisory projects.

Stephanie Powers

Stephanie has extensive experience in strategic planning, financial management, and organizational development in the non profit sector. She has a strong dedication to public service and has worked in key leadership roles with the Canterbury Foundation and the Salvation Army Edmonton Centre of Hope developing strategic plans and managing large operational and capital budgets.

Roxy Shulha-McKay

Roxy is currently the Vice President, Organizational Effectiveness & Governance for the Workers’ Compensation Board-Alberta (WCB). She has recently moved into this role after completing 25 years as Vice President, Employee & Corporate Services where she led a diverse portfolio including being the executive lead of the WCB Board of Director’s Human Resource and Governance committee. Roxy has diverse experience on various boards and committees including being a past President of the Alberta Chartered Human Resource Professionals.
