For the purposes of this section, “employee” includes independent contractors and anyone else conducting business on the premises.
Personnel
The licensee must:
- Only allow a person holding a valid licence with the Body Rub Practitioner business category to work as a body rub practitioner
- Keep a list of all employees including:
- any pseudonyms or aliases by which each person is known, if applicable
- the current licence number for each body rub practitioner
- Ensure that a minimum of two (2) employees are on the premises at all times while the body rub centre is open to the public, or while customers are allowed on the premises:
- At least one (1) of these employees must be in care and control of the body rub centre; and
- The person in care and control may be a body rub practitioner, but must not work as a body rub practitioner while in care and control of the body rub centre.
Hours of Operation
The licensee must:
- Prevent customers from entering the body rub centre between 11pm and 7am.
- Ensure no customers remain inside the body rub centre between midnight and 7am.
- Display an open sign at the entrance to the premises at all times when customers are allowed to enter the body rub centre (during open hours), or when customers are still inside the body rub centre between 11pm and midnight.
- Grant a Municipal Enforcement Officer (MEO) or Police Officer access to the body rub centre if access is requested while the body rub centre is open, or while customers are allowed on the premises.
Safety and Security
The licensee must refuse entry to, or remove from the body rub centre any person who:
- Appears to be intoxicated or under the influence of drugs, including an employee
- Is riotous, combative, or disorderly
- Is found to be, or known to be involved in illegal activities such as drug possession or trafficking
- Has been removed from the premises repeatedly (more than once); and
- The Edmonton Police Service has identified as a banned patron.
The licensee must prohibit any person under 18 years of age from the body rub centre, regardless of that person’s relationship to the owner and employees.
The licensee must ensure alcohol and illicit drugs are not allowed in the body rub centre at any time.
Other Operating Requirements
The licensee must:
- Provide the City with all names, telephone numbers, websites, and email addresses used to advertise or promote the business
- Display the business licence number on all advertisements for the business
- Not provide, or arrange to provide services to a customer anywhere other than on the premises of the body rub centre
- Display, in a prominent location on the premises, the City of Edmonton’s approved information poster for body rub centres with information relevant to the operation of a body rub centre, including information on relevant bylaw requirements and human trafficking; and
- Comply with the approved Operational Plan and ensure a copy of the approved plan is kept on the premises and made available to all employees.

Operating Requirements
The licensee must follow these regulations:
- Obtain a police information check (PIC) from every employee who will be working as a designated driver:
- PICs must be from the Edmonton Police Service or Royal Canadian Mounted Police. PICs from another police service or a private company cannot be accepted.
- PICs must be less than 90 days old.
- Do not permit any employee to act as a designated driver if the employee has not provided a PIC as required above.
- Do not permit any employee to act as a designated driver if, within the past 10 years, that person was convicted of any of the following offences under the Criminal Code (Canada), the Controlled Drugs and Substances Act (Canada), or the Cannabis Act (Canada):
- Any offence of a violent nature, including firearms and weapons offences.
- Any offence involving sexual assault, sexual exploitation, sexual interference, procuring or invitation to sexual touching.
- Trafficking.
- Any offence involving fraud or fraudulent transactions, conspiracy to defraud, the use of false pretenses, bribery, extortion, or theft.
- Any offence relating to the unlawful operation of a motor vehicle.
- If a PIC reveals a pending charge for any of the offences listed above, obtain an updated PIC or other documentation from the employee at least every six (6) months to confirm the current status of the charge until the charge is resolved.
- The business must create a procedure to assess an employee’s continued ability to act as a designated driver based on the PIC requirements above.
- When requested, provide a bylaw enforcement officer or the Business Licensing Program Manager with proof of PICs for all designated drivers, or proof of the assessment procedure above.

- Maintain a written work log including the date on which each erotic entertainer performed on the premises; and
- Prohibit any person under 18 years of age from the erotic entertainment venue, regardless of that person’s relationship to the owner and employees
A business that organizes a market approved as an Alberta Approved Farmers’ Market in accordance with the Public Health Act (Alberta), Food Regulation. A licence for a Farmers’ Market is a valid licence for vendors operating on the premises and within the Farmers’ Market while the Farmers’ Market is in operation.
Farmers’ Markets can be operated on private property or on public property. A licence is required for each Farmers’ Market location.

Identification
For every transaction where bear spray is sold, the licensee must obtain one piece of valid government-issued identification with the full name, photograph, and birth date of the purchaser. Examples include a driver’s licence, military ID, Certificate of Indian Status, passport, or non-driver’s ID.
If the purchaser cannot provide one piece of government-issued photo identification as described above, the licensee may accept two pieces of valid identification as follows:
- One piece must be government-issued. Examples include a birth certificate, Alberta health care card, government employee ID card, or vehicle registration certificate.
- The second piece does not have to be government-issued. Examples include a private health insurance card, a non-government employee ID card, or a recent utility bill. Debit or credit cards cannot be accepted as identification.
- Together both pieces of ID must contain the full name, photograph, and birth date of the person buying the product.
- Expired ID cannot be accepted.
Transaction Recording and Documentation
For every transaction where bear spray is sold, the licensee must provide an up-to-date copy of the Bear Spray Purchaser Guide as approved by the City Manager. The licensee can also incorporate the approved text into their own materials.
For every transaction where bear spray is sold, the licensee must accurately record the following information in a form and manner acceptable to the City Manager within 24 hours of the transaction, and retain copies of these records for 24 months:
- The date and time of the transaction
- The name or employee number of the employee
- A physical description of the bear spray sold in the transaction, including:
- The quantity sold
- Manufacturer
- Brand name, registration number, or if there is no registration number, other identifying markings—such as the colour and size of the container
- The full name, type of identification, and either the date of birth or identification number from the identification provided by the purchaser
Selling and Storing Bear Spray
The licensee must not:
- Sell bear spray to a person under 18 years of age
- Allow an employee under 18 years of age to sell or supervise the sale of bear spray; or
- Sell bear spray where the brand name, registration number, manufacturer’s name or any other distinguishing mark has been altered or destroyed
- The licensee must secure bear spray in a locked cabinet that is only accessible to employees

- A physical description of each good including manufacturer, make, model, serial number, physical description, and any distinguishing marks
- A physical description of the person delivering the goods including, gender, eye and hair colour, and height; and
- The full name, date of birth, type of identification, and identification number from the identification provided by the person delivering the goods
- The licensee must record the same information for every transaction where pawned goods are redeemed
Receipts
- For every pawn transaction, the licensee must provide a written receipt to the person delivering the goods with the following details:
- The name and address of the business
- The amount of money advanced
- The date when the advanced money is due in order to redeem the goods; and
- The interest rate charged
- The licensee’s copy of the receipt must include the signature of the person delivering the goods
- The licensee must keep receipts for at least two (2) years
Accepting and Holding Goods
- The licensee must not accept any goods:
- From a person under 18 years of age; or
- Where the make, model, serial number, manufacturer’s name or any other distinguishing mark has been altered or destroyed
- The licensee must hold pawned goods on the business premises for:
- A minimum of 45 days from the date the goods are received; or
- A minimum of up to 60 days from the date the goods are received if instructed in writing by the Edmonton Police Service or a municipal enforcement officer
- During the holding period, the licensee must:
- Not alter, repair, forfeit, sell, transfer, gift, or otherwise dispose of goods
- Not remove or permit the removal of goods from the premises
- Keep goods separate and apart from all other merchandise
- Identify goods with a tag or sticker that corresponds with the transaction
A business that provides services related to the cleaning or repair of personal effects, or the care and appearance of the body, including massage of the head, hands, and feet; and massage provided as part of an aesthetic service. Does not include any other physical external manipulation of the soft tissues of the human body by a person.
Typical examples of businesses that fit into this category include:
- Hair and nail salons
- Tattoo and body piercing studios
- Dry cleaners and laundromats
- Jewellery cleaning
- Watch repair
- Shoe repair
- Alternative health and wellness therapies such as reiki and flotation therapy

The licensee must follow these regulations:
- Maintain an up-to-date inventory of all goods sold within the past 30 days that includes:
- A general description of the goods
- The date of each sale;
- The location of each sale; and
- The total amount paid by the customer for each of the goods sold
A business that provides lodging where persons may rent all, or part of a residential property for 31 consecutive days or more, including retirement or assisted living facilities and lodging houses.
A business that rents three (3) or more units to tenants in Edmonton must have a business licence. More than one business licence may be required depending on the number and location of units for rent.
A “unit” is any residential space that is rented by an individual or a group, and ranges from a single bedroom within a residential property to an entire apartment or house.
Typical examples of long-term residential rentals include:
- Single-family homes

Who can apply?
The landlord (property owner) does not have to be the licensee. A property manager can be deemed the operator of the business and apply for the licence directly provided they meet two or more of the following business activities:
- Advertising rentals and showing units
- Completing and signing lease agreements
- Collecting and holding security deposits
- Accepting rent and other payments
- Dealing with tenant inquiries and complaints
- Maintaining or coordinating maintenance of the property
- Implementing or enforcing rules or condo bylaws
- Organizing condo board or tenant meetings
- Conducting inspections of the property; or
- Managing and auditing property reserve funds

A business that provides temporary lodging on a premises where persons may rent all, or part of a residential property for 30 consecutive days or less, including bed and breakfasts and lodging arranged through home-sharing services.
Types of Short-Term Home Rentals include:
- Whole Home Rental
- Guests rent the entire home for their exclusive use
- The host does not reside on the property while it is rented, and only one guest (or group of guests) can rent the property at a time
- Shared Home Rental
- Guests rent a portion of a home; however, the home may be shared with the host or other guests.
- Typically each guest (or group of guests) has a sleeping area for their exclusive use, and may have shared or private access to bathroom facilities.
- Guests may, or may not have access to a kitchen or other areas of the home.
- Shared home rental includes bed and breakfasts.
A business must have a business licence for each home used for short-term home rental. A home includes, but is not limited to, houses, apartments or condominium unit, townhouses, and secondary or garden suites.
Note: Off-site administration or property management offices must be licensed separately under the Administration Office/Professional Service business category.

The licensee must follow these regulations:
- Comply with the approved Operational Plan
- Make a copy of the approved Operational Plan available to all employees and managers
- Give an up-to-date copy of the Short-Term Residential Rental Accommodation Information for Guests guide to all guests
- Post a phone number that a host can be reached at on the property where it is accessible to guests
- Display the licence number on all advertisements for the business; and
- Not allow a guest to operate a business on the property unless the guest has a valid business licence for the type of business being operated
Additional Information
A business that sells prepared food or non-alcoholic beverages ready for immediate consumption on, or off the premises. Does not include Food Truck/Food Cart, or Food Processing/Catering Service.
Typical examples of businesses that fit into this category include:
- Restaurants, including fast-food restaurants and drive-thrus
- Cafes
- Cafeterias
- Food court outlets and kiosks; and
- Ghost kitchens
Note: This category also applies to event venues that provide in-house catering services, and most drinking establishments. Additional categories may be required for businesses that serve alcohol or offer live music, games, or other entertainment.

Commonly combined with Tobacco and Vaping Product Sales, or Vehicle Wash/Fuelling Station. Does not include wholesalers, or the sale of rental vehicles, industrial equipment, second-hand goods, firearms, ammunition, oleoresin capsicum (OC) spray, cannabis, or alcohol.
Typical examples of businesses that fit into this category include:

- Small retail stores attached to a pharmacy
- Small retail stores attached to a gas station

For the purposes of this section, “knives” refers to any tool composed of at least one blade fastened to a handle, where the blade may be fixed to the handle, or may open through a deployment mechanism, including automatically by gravity or centrifugal force or by hand pressure applied to any part of the tool. It does not include basic cutlery (such as forks, spoons, and butter knives), which are considered eating utensils with no other purpose for day-to-day use.
- The licensee must not sell knives on the premises.
- If the business is also licensed under the Retail Sales (Major) or Retail Sales (Minor) category, the licensee may sell knives, provided that:
- The convenience store portion of the premises is fully enclosed and physically separate from the other retail spaces; and
- Knives are not sold in the portion of the premises used to operate a convenience store
A business that sells new goods or rents items to consumers or end users, has a total space of 600 square metres or more and/or an occupancy load of 61 persons or more, or stores flammable or hazardous materials on the premises. Does not include wholesalers, or the sale or rental of vehicles, industrial equipment, second-hand goods, firearms, ammunition, tobacco, vaping products, cannabis, or alcohol.
Typical examples of businesses that fit into this category include:
- Box stores
- Grocery stores
- Department stores; and
- Hardware stores
Note: This category also applies to online retailers that meet the size and occupancy criteria, and retailers that sell fireworks, paint, or other hazardous or flammable materials.

- Thrift stores, including charity thrift stores
- Precious metal dealers
- Consignment stores
- Antique stores
- Used record stores; and
- Retail stores that also receive or sell used goods
Note: Second-hand dealers that also conduct pawn transactions where goods are received and held as security in exchange for an advance of money require both the Second-Hand Dealer and Pawnbroker categories.

- A recent Police Information Check (PIC) for the licensee:
- PICs must be from the Edmonton Police Service. Documents from the RCMP, another police service, or a private company are not accepted.
- PICs must be less than 90 days old.

- Police Information Checks (PICS) are not required for:
- Eligible non-profit organizations that only receive used goods by donation
- Businesses that only purchase goods from eligible non-profit organizations (used goods may still be received by donation)
- Directors or managers who are not involved in the general operation, or any management or operational decisions of the business; or
- For businesses that sell a combination of new and used goods, any individuals who are not involved in receiving or selling used goods

The licensee must follow these regulations:
Identification
- For every transaction where used goods are received for resale, the licensee must obtain one piece of valid government-issued identification with the full name, photograph, and birth date of the person delivering the goods. Examples include a driver’s licence, military ID, Certificate of Indian Status, passport, or non-driver’s ID.
- If the person delivering the goods cannot provide one piece of government-issued photo identification as described above, the licensee may accept two pieces of valid identification as follows:
- One piece must be government-issued. Examples include a birth certificate, Alberta health care card, government employee ID card, or vehicle registration certificate.
- The second piece does not have to be government-issued. Examples include a private health insurance card, a non-government employee ID card, or a recent utility bill. Debit or credit cards cannot be accepted.
- Together both pieces of ID must contain the full name, photograph, and birth date of the person delivering the goods.
- Expired ID cannot be accepted.
Transaction Reporting
- For every transaction where used goods are received for resale, the licensee must accurately record the following information in a form and manner acceptable to the City Manager
within 24 hours of the transaction:
- The date and time of the transaction
- The name of the employee
- The amount of money paid for each of the goods
- A physical description of each good including manufacturer, make, model, serial number, physical description, and any distinguishing marks
- A physical description of the person delivering the goods, including gender, eye and hair colour, and height; and
- The full name, date of birth, type of identification, and identification number from the identification provided by the person delivering the goods
Accepting and Holding Goods
- The licensee must not accept any goods:
- From a person under 18 years of age; or
- Where the make, model, serial number, manufacturer’s name or any other distinguishing mark has been altered or destroyed.
- The licensee must hold goods received for resale for:
- A minimum of 45 days from the date the goods are received; or
- A minimum of up to 60 days from the date the goods are received if instructed in writing by the Edmonton Police Service or a municipal enforcement officer.
- During the holding period, the license must:
- Not alter, repair, forfeit, sell, transfer, gift, or otherwise dispose of goods
- Not remove or permit the removal of goods from the premises;
- Must keep goods separate and apart from all other merchandise; and
- Must identify goods with a tag or sticker that corresponds with the transaction
A business that purchases, collects, receives, stores, or processes scrap metal, scrapped or wrecked motor vehicles or vehicle parts, material from demolished buildings or structures and other salvage material for the purpose of resale. Does not include bottle depots.
Typical examples of businesses that fit into this category include:
- Scrap yards
- Auto wreckers
- Scrap metal pickers; and
- Scrap metal collection or removal services

A licence with this category can be issued for 1 year, 2 years, or 10 consecutive days.

Typical examples of businesses that fit into this category include:
- Gas stations
- Charging stations
- Car washes
- Bulk fuel suppliers; and
- Businesses that fill fuel tanks and compressed gas cylinders on the premises
This category does not apply to:

Typical examples of businesses that fit into this category include:
- New or used car, RV or boat dealerships
- Vehicle wholesalers and brokers
- Car, truck or van rental agencies
- Self-serve car rental businesses (where customers use a mobile app to locate and access vehicles that they can drive themselves)
- Online and mobile vehicle sales; and
- Any individual or business that sells five (5) or more used vehicles per calendar year

- A valid licence from the Alberta Motor Vehicle Industry Council (AMVIC) as required.

Additional Requirements
Car-sharing and vehicle rental services that use public parking facilities require approval from Traffic Operations. Parking Services will be notified of these applications.
A business that sells or distributes commodities to other businesses or institutions for use or resale; or receives and stores goods for eventual sale or distribution; or provides storage services or facilities to third parties. Does not include vehicle wholesalers, industrial equipment wholesalers, or the sale or storage of food, beverages, firearms, ammunition, or goods manufactured on the premises.
Typical examples of businesses that fit into this category include:
- Wholesalers and distributors
- Distribution centres
- Warehouses
- Self-storage facilities
- Outdoor storage yards; and
- Indoor or outdoor vehicle storage facilities
