Faster Permit Approvals for Industrial Development

The City of Edmonton is committed to supporting industrial investment by streamlining approvals for eligible developments. Through the Guaranteed Industrial Development Timelines program, we are guaranteeing a decision on both the development permit (DP) and partial release of the building permit (BP) - specifically for footing and foundation, shoring and excavation - within 40 calendar days.

This program is designed to reduce permitting uncertainty and help investors move forward with confidence.

What’s Included

The Guaranteed Timelines program applies to new industrial buildings that meet a defined set of conditions. Projects enrolled in the program will receive:

  • A development permit within 40 calendar days
  • A partial building permit (footing and foundation and/or shoring and excavation) within 40 calendar days

Eligibility Criteria

To be eligible for the program, your project must meet the following conditions:

  • Zoning: Site must be fully serviced and zoned Business Employment Zone (BE), Medium Industrial Zone (IM) or Heavy Industrial Zone (IH)
  • Use Class: Must be a Permitted Use in the applicable zone with no variances requested
  • Pre-application Meeting: Must be completed before submission, and the Development Planner needs to verify that the development permit application is complete before submission
  • Approved Engineering Details: Engineering details are confirmed and approved by the City before application submission
  • Site Compliance: Project must fully comply with all applicable development regulations and requirements identified in the circulation responses
  • Complete Building Permit Application: Must be verified as complete by the assigned Safety Codes Officer
  • Fees: All development and building permit fees must be paid in full at the time of submission (no partial payments)

Additional Notes

  • Concurrent Submission: DP and BP applications can be submitted concurrently.
  • Partial BP Release: The partial building permit may be issued before:
    • Servicing Agreement initiation
    • Landscape Security collection
    • Sanitary Sewer Trunk Fee collection

What Does Fully Serviced Mean?

A fully serviced site has access to utilities and is adjacent to a road. These shovel-ready properties are zoned for industrial use. You can explore available properties using the City’s Vacant Industrial Land Inventory.

How to Get Started

To explore participation in the Guaranteed Industrial Development Timelines program:

  1. Contact the Industrial Growth Hub for guidance and support at invest@edmonton.ca or call Hendrik at 780-720-4418.
  2. The Industrial Growth Hub will verify that your site and project meet the program conditions and connect you with the Client Liaison Unit for a pre-application meeting.
  3. Submit a complete application. Sign and return the Acknowledgement Form provided by the City.
