Vision Zero Street Labs are a great way to work with the City to bring traffic safety improvements to your neighbourhood using adaptable traffic calming measures.
Each Street Lab project is tailored to the unique needs of the community to creatively address neighbourhood traffic safety concerns such as speeding, short-cutting and other unsafe driving behaviours.
The Vision Zero Street Labs program is continuing for the fourth consecutive year in 2025!
Applications are no longer required for your neighbourhood to be considered for a Street Lab. The City is currently reviewing prospective neighbourhoods for 2025 Vision Zero Street Labs engagement based on public traffic safety concerns, collision data, existing safety improvements, and other technical considerations. Previous applications and other requests for neighborhood safety improvements received throughout the year will also be considered when selecting the neighbourhoods for 2025.
Note: Street Labs before 2023 were primarily community-led with the process varying across neighbourhoods. As a result, the life cycles of these Street Labs did not follow the current steps or the documentation available to the public.

Vision Zero Street Labs follow a 5-step process.
The City reviews prospective neighbourhoods for Vision Zero Street Labs engagement based on public traffic safety concerns, collision data, existing safety improvements and other technical considerations.
Previous applications and other requests for neighbourhood safety improvements received throughout the year will also be considered when selecting the neighbourhoods.
If your neighbourhood is selected for Street Lab engagement, the City will explore residents’ perspectives and gain insights into their lived experiences and traffic safety concerns.
Residents in neighbourhoods selected for engagement are asked to participate in the following activities:
The results of the engagement will be used in combination with technical data to determine if a Street Lab is needed to address traffic safety concerns or if another Safe Mobility program would be more beneficial. A What We Heard Report will be shared with the results.
City staff will use what they have learned during the engagement step to develop a Street Lab Plan and share it with residents. See examples of traffic calming measures below that may be included in the Street Lab plan.
City staff will bring the Street Lab to life by installing adaptable measures to address traffic safety concerns.
Adaptable traffic calming measures allow the City to trial traffic safety solutions quickly and effectively, with the ability to make adjustments as needed. Adaptable measures may include:
Community members will be given an opportunity to provide feedback on the project after the measures have been installed for approximately 3 months through a survey. This feedback will help inform any next steps.
The Street Lab has been installed, evaluated and is currently active in the neighbourhood. City staff will continue to monitor traffic data to inform further decision-making if needed.
Vision Zero Street Labs provide a neighbourhood and residents with:
The City will begin to evaluate the project approximately 3 to 6 months after the installation of a Street Lab. This will give the community time to experience the changes, learn and adjust if needed.
The City reviews resident feedback and technical and policy considerations to determine whether changes are needed. If no changes are identified, the project will remain in place.
Opportunities to convert the installation to permanent are reviewed through road renewal or the path to permanence process.
Adaptable traffic calming measures are an opportunity to learn how we can work together to improve safety and livability.
As a winter city, understanding how the installations operate and influence street safety and livability is an important part of this learning process.
These measures are required to continue supporting safety in communities with traffic safety concerns such as speeding, shortcutting and crossing safely.

If any issues are experienced with these adaptable traffic measures, we encourage residents to contact 311.
Once the City becomes aware that maintenance is required, it should take 1-2 business days to complete the repair (weather and severity of repairs permitting).
If there is severe damage during the winter, replacements or repairs will need to wait until the Spring.
