Phase 4 construction is complete. This concludes the final phase of the overall rehabilitation work for Victoria Golf Course.
The Victoria Golf Course and Driving Range is Canada’s oldest city-run golf course and continues to be one of the busiest municipal golf courses in the world. Rehabilitation work on the golf course is needed to extend the course lifecycle and improve the overall guest experience.
The area surrounding the clubhouse will be renewed and improved. Planned work includes:
In Phase 3, minor clubhouse renovations improved public access to the second floor with the addition of an elevator to the main lobby.
In Phase 2, rehabilitation work focused on improving golf course traffic circulation by upgrading the cart paths. Multiple high-traffic paths were converted to asphalt and designed for better access and circulation. This phase involved some changes to course design to improve drainage and durability, including removal of the sand trap at the 18th hole and redesign of the tee boxes at the 3rd, 12th, 14th, 16th, and 18 holes.
In Phase 1, rehabilitation work focused on removal of timbers on and around the tee boxes at the 3rd, 7th, 8th, 13th, 16th and 18th holes.

Construction of Phase 4 is nearing completion as of the end of 2023. Construction will resume in the spring to complete soft landscaping and other minor scope items that are still outstanding.
Construction completion is anticipated for summer 2024.
Construction of Phase 4 began in August and has progressed efficiently. Completion of all asphalt and concrete work is anticipated for the end of December 2023. Soft landscaping will begin next spring with completion anticipated for the early summer 2024.
In August 2023, Phase 4, the final phase of rehabilitation work, will begin at Victoria Park Golf Course and continue over the winter while the golf course is closed. During this phase, the area surrounding the clubhouse will be renewed and improved. Planned work includes:
While construction will begin while the golf course is still open and operational, clubhouse operations and public access will be maintained. The majority of the work will happen once the course is closed. The planned completion date, which is driven largely by some soft landscaping that needs to be completed during the warmer months, is summer 2024.
Phase 2 construction is complete. Phase 4 construction has been deferred and will be reviewed for prioritisation in 2023.
In Phase 4, the open spaces adjacent to the clubhouse will be renewed and improved. Improvements will include operational safety for golfers and pedestrians, surface drainage solutions and increased surface area for cart storage. Golf cart and pedestrian traffic will be separated through respective new accesses and circulation routes. Clubhouse operations will remain active during construction and public access will be maintained.
