The Leisure Access Program (LAP) allows eligible Edmontonians access to the City of Edmonton recreation facilities and attractions at a free or reduced cost.
All applicants will also automatically be considered for the Ride Transit Program.
Our programs are now offered in 1, 2, and 5 year terms depending on the documentation submitted with your application.
The term length of the Leisure Access Annual Program is determined by the qualifying documentation supplied with your application. Initial membership cards are free, and there is a $5 fee charged to replace lost cards. The program includes:
Note: Access to rental discounts and the Terwillegar Club Membership (and its amenities) are not included in the annual program.
*1 round of golf is considered 1 registered program. Tee times must be booked in advance.
*No discounts are available on trainer programs such as: Fitness Consultations, Fitness Appraisals, Personal or Small Group Training and Nutritional Consultations. Discounts can be applied to regular instructor-led registered programs.

The Leisure Access Program is consistently reviewed and updated to ensure it is as accessible as possible and to proudly provide its services to all eligible Edmontonians. If you’ve applied in the past and haven’t qualified, we recommend reviewing the information qualifications again as you may qualify now.

*Income threshold numbers are subject to change and are based on Statistics Canada’s low-income cut-off numbers.
**For the purposes of assessment, a household is defined as up to 2 total adult spouses/partners and their legal dependants aged 17 and younger (dependants who are over the age of 17 will need to submit a separate application form with eligibility documents in their own name).
Anyone living within the same home as your family who does not fall under these parameters will not count towards your eligible household members and must apply independently/with their own household.
To calculate total household income, add the total incomes (Line 15000) of you and your partner/spouse’s (if applicable) 2023 Notice of Assessments (NOA). You are eligible if your total household income is equal to or less than the amounts listed in the above tables for your number of eligible household members.
Any appeals to declined applications must be received within 90 days of the date stated on the decline letter.

If you arrived in Canada through the Canada-Ukraine Authorization for Emergency Travel (CUAET) program within the last year, see the CUAET Leisure Access & Ride Transit Program - Application Form .
CUAET applicants are eligible for a one-year term. Once completed, renewal applications must be submitted using one of the other qualification methods.
If you are a guardian, caregiver or trustee and are assisting an applicant who is unable to sign the application form to confer their consent, you may sign on their behalf but are then required to complete the LAP Release of Information and Responsibility (ROI) Form.
All applicants who are Children Under Government Care must have a guardian, caregiver or trustee complete the ROI form and submit it with their Delegation of Powers and Duties document.

We do not accept emailed or faxed applications.
Applicants who submit a completed application and supporting documentation in-person at the Edmonton Service Centre may be approved for conditional eligibility for the Ride Transit program for a period of 2 months. With conditional eligibility, you are able to purchase a discounted Ride Transit pass.
Note: at this stage, you are not officially approved for the Leisure Access and Ride Transit programs. You will be notified by the City once you are officially approved for the programs.
