Affordable Housing

Operated, funded, or created through direct government subsidies
Offered below average market cost
Targeted for long-term occupancy by households that earn less than median income for their household size
Typically provided in multi-unit residential buildings, including apartment units, row housing, triplexes and duplexes

Supportive Housing

A type of affordable housing with on-site supports for very-low to low income individuals or households
Long-term housing where tenants sign a lease and pay rent, while also receiving financial help, support with life skills, and support services for health and wellness.

The City's Role

The City of Edmonton helps create affordable and supportive housing by providing land, construction grants, and development support.

The City also builds supportive housing with funding support from the federal government’s Rapid Housing Initiative and the Government of Alberta. The completed buildings are transferred to Homeward Trust Edmonton to own, manage and contract operators.

Public Engagement

Public engagement takes place around zoning changes, if they are required. Like any other residential project, zoning regulates the built form and permitted uses, so community approval is not necessary to determine the location or design, the type of housing or the cost to tenants.

Council and Committee Meetings

Milestones such as land sales or funding require approval from City Council or a relevant Committee. Anyone can attend or speak at these public meetings.

Community Communication

The City will proactively share information about City-supported affordable and supportive housing developments with communities. There are several ways neighbours, businesses and community groups may learn about new affordable and supportive housing:

Letters mailed within a set radius
Outreach to identified community stakeholders
Mailing lists
Information shared on the City website, social media or community newsletters

As a project progresses, the developer or operator may decide to hold additional meetings, distribute project information and find other ways to build relationships with the community. This is intended to help build relationships and ensure the long-term success of each project.

Keheewin

Location: 2010 105 Street in Keheewin (north of Keheewin elementary school)

Future Sites

The City of Edmonton owns land in many neighbourhoods. The locations listed below have been identified for affordable or supportive housing development but do not have specific development plans in place.

Belmont

The Belmont school park site consists of 10.27 ha of planned open space and a 1.41 ha vacant school building site. The 1.41 ha vacant school building site awas declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

The 10.27 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses.

Blue Quill

Blue Quill has two surplus school sites on 112 Street, between Saddleback Road and 25 Avenue (Site Map). One site (shown in blue) was approved by City Council for the First Place program in 2006. The other site (shown in yellow) has been approved for affordable seniors housing.

Caernarvon North

Caernarvon North has two surplus school sites (Site Map). One site was approved by City Council for the First Place program in 2006. The other site, at 14903 121 Street, has been approved for affordable seniors housing.

Dunluce

Dunluce has two surplus school sites between Dunluce Road and 162 Avenue.

One site (shown on map in blue) was approved by City Council for First Place housing in 2006. The other site (shown on map in yellow) was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

Henderson Estates

Site Activity

In April 2021, the City conducted soil tests to confirm that the building sites are suitable for development. The site was returned to its original state following the completion of the soil testing.

Background

The Henderson Estates school park site consists of 3.9 ha of planned open space and a 1.2 ha vacant school building site. The 1.2 ha vacant school building site at 3408 Riverbend Road was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

On February 1, 2021, Executive Committee (item 6.9) passed a motion directing Administration to evaluate a building location at the east side of Henderson Estates Park, adjacent to Riverbend Road, as an alternative to the existing surplus school site.

The 3.9 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses. The Edmonton Public Library is no longer considering this site for a new library.

Kiniski Gardens North

The Kiniski Gardens North site at 4304-41 Avenue has been approved by City Council for seniors' housing. Community engagement and construction have not as yet been scheduled.

La Perle West

Site Activity

In June 2021, the City conducted geotechnical drilling work to confirm the building site is suitable for development. The site was returned to its original condition after the drilling work was completed.

Background

The La Perle school park site consists of 8.75 ha of planned open space and a 1.13 ha vacant school building site. The 1.13 ha vacant school building site at 18715-97A Avenue was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

The 8.75 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses

Lymburn

The Lymburn school park site consists of 8.84 ha of planned open space and a 1.4 ha vacant school building site. The 1.4 ha vacant school building site at 7204-184 Street was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

The 8.84 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses

Miller

The Miller site at 14903-50 Street has been approved by City Council for affordable seniors' housing.

Overlanders

The Overlanders site at 12770 Victoria Trail has been approved by City Council for seniors' housing.

Summerlea

Site Activity

Background

The Summerlea school park site consists of 5.18 ha of planned open space and a 1.0 ha vacant school building site. The 1.0 ha vacant school building site at 17503-93 Avenue was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

The 5.18 ha of open space will be retained by the City and will continue to serve sports, recreation, and community league uses.

Wedgewood Heights

A school site in Wedgewood Heights has been declared surplus by school authorities.

The City-owned site on Wedgewood Boulevard has been approved for affordable seniors’ housing.
