The Corporate Business Plan maps out how the City will deliver programs, services and capital projects to Edmontonians over the next 4 years.

It responds to the evolving needs of our community and prioritizes this important work using 3 corporate objectives:

These objectives help us understand the impact of our work, make sure we are allocating our financial and employee resources well, identify areas for continuous improvement and realize opportunities.

The Corporate Business Plan maps out how the City is going to advance ConnectEdmonton and The City Plan goals from 2023 to 2026. These strategic plans are all interconnected and direct the growth and evolution of Edmonton.

Our Priorities

Edmontonians have shared with Council their priorities to make Edmonton a better city. Council, in turn, has asked Administration to focus our actions on 6 priorities that will advance ConnectEdmonton’s strategic goals in 2023-2026:

District Planning
Mobility
Economic Growth
Climate Adaptation and Energy Transition

While these 6 priorities advance our strategic goals based on what Edmontonians have expressed, Council directed that the immediate focus should be on housing, climate change, public transportation and core services.

Our Services

The City of Edmonton Service List is a comprehensive list of all City services.

We use this list to:

Define and communicate our work
Ensure accuracy and consistency for planning exercises such as corporate business planning, enterprise risk management and enterprise performance management
Support benchmarking and comparisons against other municipalities

Managing Risk

The City continually monitors global, national and local political, economic, social and technological developments and trends to plan for future risks and opportunities. These risks are considered and factored into the risk register, business plans and operating and capital budgets to ensure the City is able to provide services and infrastructure to its growing population in a sustainable manner.

Measuring Progress

We continuously monitor and routinely report on our performance. This ensures we are delivering on strategy, providing excellent service and managing all work described in the Corporate Business Plan. An enterprise performance management framework aligns performance measurement to strategic goals and service standards. Based on the 3 areas of work in the Corporate Business Plan, the City is committed to 3 levels of performance measures.

Community-level indicators will be used to evaluate the collective impact of the City and community stakeholders toward the goals of ConnectEdmonton.
Strategic and corporate performance measures will communicate the results of the City’s work contributing to Council’s strategic goals and managing the corporation.
Operational performance measures will help the City navigate and communicate the performance of all City services.

Frequently Asked Questions

Why does the Corporate Business Plan include a Land Acknowledgement and Cree words?

The concepts of relationships and kinship are foundational to the City’s work and guide the actions found within the Corporate Business Plan. The City of Edmonton believes everyone who lives here is an Edmontonian and every Edmontonian deserves to call this place home. We also recognize that those of us who are settlers to this land must do better. Reconciliation begins with acknowledging historical traumas and current disparities. The City must honour and respect its foundational relationship with the First Peoples of Canada.

The City’s Indigenous Framework helps us answer the question “How can the City of Edmonton best support and build strong relationships with Indigenous Peoples in Edmonton?”. It outlines guiding concepts and roles for City employees in regards to kinship. It also outlines the responsibilities of each City department to implement the framework through actions it will take over this 4-year period.

Recognizing the land on which Amiskwaciw Wâskahikan (Edmonton) stands and the people who live here is an important part of our reconciliation journey as an organization. The City of Edmonton owes its strength and vibrancy to the land we call home, and the diverse Indigenous Peoples who have taken care of this land, the current and future generations that will have a relationship with the territory and the settlers from around the world who continue to be welcomed here.

Why does the City have a business plan?

While the City of Edmonton is a municipal government, it’s also a municipal corporation under the Municipal Government Act (MGA).

The City’s Corporate Business Plan, in combination with our Capital, Operating and Utility budgets and financial and performance reports, support our commitment to being transparent and accountable to our residents. It shows Edmontonians value for their tax dollars, illustrating where their money will be going over the next 4 years.
