Nestled next to North America's largest stretch of urban parkland, The Quarters Downtown is positioned to become a vibrant, flourishing community.

The Quarters Downtown is made up of four “quarters” - the Civic Quarter, Heritage Quarter, McCauley Quarter, and Five Corners Quarter - each with a unique character and design. The quarters are distinct districts and are centred around the Armature, a pedestrian-focused green street and the defining element for the community.

Projects in The Quarters

The City of Edmonton is financing $99 million in infrastructure investments with revenues from The Quarters Downtown Community Revitalization Levy.

City-Led Projects

These capital investments include upgrading drainage and sanitary services to handle the higher-density residential and commercial development, as well as streetscaping improvements and a new park design and construction.

Iron Works Building Rehabilitation Project

Work is now underway to rehabilitate the historic Iron Works Building on 96 Street north of 104 Avenue. Rehabilitation is necessary to prepare the building for future use. This historic industrial property was built in 1909 and is an important part of the area plan to renew The Quarters Downtown.

Boyle Renaissance Phase III - Underway, Phase I & II - Complete

Boyle Renaissance meets the housing, social, recreation and service needs of current residents and welcomes new neighbours to the community. The City continues to implement the Boyle Street Renaissance Master Plan in the area north of 104 Avenue and Boyle Renaissance.

Community Walking Map - Complete

A walking map for Boyle Street, including the neighbourhoods of McCauley and Riverdale, is now complete.

Kinistinâw Park - Complete

Kinistinâw Park will be the newest park and community gathering place in The Quarters Downtown. To learn more about the park plans, visit the project webpage.

Valley Line LRT- Complete

The Valley Line LRT has a stop in The Quarters, which is located along 102 Avenue between 96 and 97 Street.

Rehabilitation Buildings - Complete

The City supports arts and culture initiatives to engage the community, activate the buildings and streets and draw people to the neighbourhood. In 2019, after a public competition for tenants, rehabilitation began on two City-owned buildings.

Quarters Arts won long-term tenancy at 9641-102A Avenue based on their proposal for CO*LAB (community arts laboratory).

Ociciwan won long-term tenancy at 9604-101A Avenue based on their proposal for an Indigenous Contemporary Arts Centre.

The Armature - Complete

The Armature - 96 Street from Jasper Avenue to 103A Avenue is the heart of The Quarters Downtown.

Private Developments

In addition to the City-driven initiatives taking place in The Quarters Downtown, several privately-funded projects are bringing life and vibrancy to the community.

Brighton Block - Complete

The historic Brighton Block on Jasper Avenue was restored and redeveloped. Construction finished in 2020.

Hat @ Five Corners - Complete

The Hat @ Five Corners opened in 2020. The Hat offers 199 rental units at the intersection of 95 Street and Jasper Avenue.

Pendennis Hotel Redevelopment - Complete

The historic Pendennis Hotel building on Jasper Avenue was renovated and restored, with construction complete in 2019.

Doubletree Hotel-Complete

The Doubletree by Hilton Hotel is the first hotel to be built in Downtown Edmonton in 30 years. Built by the award-winning Dub Architects Ltd, this stunning building is the entranceway to the Armature.

The already-iconic hotel has 255 guest rooms, 11,000 square feet of meeting and event space as well as commercial retail space on the main floor. The hotel opened in the fall of 2016.

Where is The Quarters Downtown?

This 40-hectare (100 acre) area extends from 97 Street to 92 Street, and from 103A Avenue to the top of the North Saskatchewan River Valley.

Over the next 20 years, The Quarters Downtown will be transformed into a vibrant, diverse, and inclusive community, taking advantage of its connectivity to the central business district, cultural districts, and river valley.

Planning The Quarters Downtown

Redevelopment is guided by the following Council-approved documents. They provide the vision for the neighbourhood, the zoning in place, and information about the Community Revitalization Levy, which outlines the public infrastructure program necessary to encourage private sector investment.

The Quarters Downtown Area Redevelopment Plan

The Quarters Downtown Area Redevelopment Plan (ARP) provides the Council-approved vision, principles, and policies to guide the redevelopment and revitalization of The Quarters Downtown.

The Quarters Downtown Urban Design Plan

The Quarters Downtown Urban Design Plan provides direction on the built form, including building massing and height, as well as streetscaping, pedestrian walkways, architectural focus points, parks and open spaces, and neighbourhood amenity spaces.

The Quarters Downtown Community Revitalization Levy Area Plan

The Quarters Downtown Community Revitalization Levy (CRL) was approved by the Province and came into effect on January 1, 2012. The Government of Alberta introduced Community Revitalization Levies as a way to help municipalities stimulate growth in underdeveloped areas of their communities.

Through The Quarters Downtown CRL, the City of Edmonton is able to dedicate future property tax revenue to fund public projects, such as infrastructure upgrades or roadway improvements, designed to encourage private sector investment in The Quarters Downtown. The resulting new development will generate an increase in tax revenue for the area. The CRL is not intended to change the total amount of taxes collected in the area – the tax rates will be the same as for the rest of the City and will, as always, be based on the assessed market value of the property.

In this way, the general property taxes in the rest of the city do not pay for the new public facility or infrastructure (The Quarters Downtown Community Revitalization Levy Bylaw).

Culture and Inclusion in The Quarters Downtown

This City-led redevelopment began with a community visioning process in 2006.

The vision for The Quarters Downtown is that of a healthy and dynamic community that respects the unique character of existing neighbourhoods while welcoming new residents and new spaces.

The area currently houses about 2,400 residents; however, at full development, The Quarters Downtown is expected to accommodate between 18,000 to 20,000 residents.

The area is planned around sustainable community design principles. A mix of land uses and development forms, appealing designs, and green spaces are proposed to create a unique experience for residents and visitors.
