Cannabis became legal across Canada on October 17, 2018. Learn about opening a Cannabis business in the City of Edmonton.
You will need a development permit, a building permit (if you plan to do any interior or exterior construction to your retail space), and a business licence before an Alberta Gaming, Liquor and Cannabis (AGLC) Commission retail cannabis store licence will be issued to you.

The City has classified Cannabis Production and Distribution as a Minor Industrial Use within the Zoning Bylaw. The Minor Industrial Use classification is restricted to areas zoned industrial and is not permitted in commercially zoned locations.
The following industrial zones include the Minor Industrial Use. A Cannabis Production Facility may be developed on land within these zones so long as it complies with all the regulations of that zone and the Zoning Bylaw and receives a federal licence:

Note: Applications should also comply with the Site Performance Standards and Safe Urban Environments regulations when designing screening/security features for the site (Section 5.120 and Section 5.110).
Under the Federal Cannabis Act, all producers of cannabis or cannabis products will need to be federally licensed to operate. The Government of Canada will establish application processes and criteria for people who want to become producers of legal recreational cannabis.
