The overarching priority for Edmonton FCSS is to increase social inclusion and equity by funding preventive programs and services, community development initiatives, and social infrastructure.
Prevention is a proactive process that strengthens the protective factors of individuals, families, and communities to promote well-being, reduce vulnerabilities, enhance the quality of life, and empower them to meet the challenges of life.
The combined efforts of funded programs and City activities are working toward achieving Council's strategic plan, priorities and goals, with focused efforts on social inclusion.
Healthy Social Emotional Development is foundational to child development and education—the approach by which children gain skills and knowledge to develop identity, manage emotions, build relationships, and make responsible decisions later in life (CASEL, 2020; CDCHU, 2016).
Healthy Relationships are formed through positive and trusting interactions. They are based on “respect, trust, support, accountability, honesty, responsibility, conflict resolution, fairness and non-threatening behaviour”.
Positive Mental Health is the capacity of individuals to feel, think, and act in ways that enhance their ability to enjoy life and face challenges. “It is a positive sense of emotional and spiritual well-being that respects the importance of culture, equity, social justice, interconnections and personal dignity”.
Poverty Reduction and Homelessness Prevention involve implementing policies, practices, and programs that support full and meaningful participation by addressing individual situational factors and structural or systemic factors (Gaetz & Dej, 6, Canadian Observatory on Homelessness, 2021).
Family and Community Support Services (FCSS) is a unique 80/20 funding partnership between the Government of Alberta and participating municipalities or Métis Settlements. Provincially, the FCSS Program receives its mandate from the Family and Community Support Services Act and Regulation.
The Regulation sets out the service requirements that a municipality or Métis Settlement must meet to be eligible for funding.
Section 2.1(2)(b) states: “Services under a program must do one or more of the following:

Ultimately, the Edmonton FCSS program is aiming to fulfil the outcomes of improved social well-being of individuals, families and the community through preventive programming. Edmonton FCSS receives annual outcomes reports from funded agencies and also participates in annual evaluations of our work and the program to continually grow and evolve to meet the needs of the agencies and their participants.

All funded agencies are asked to provide an outcomes report. Our team uses this data to share the impact of the funding in the community.
City of Edmonton FCSS in partnership with the United Way of the Alberta Capital Region and funded agencies have worked to develop common outcomes, indicators and tools that can be used by funded agencies to evaluate the programs that they are offering. This initiative has become known as the Common Outcomes Initiative.
The Common Outcomes Initiative has worked over the past 10 years with community agencies to co-develop common outcomes and indicators that all programs would use to report the impact of funding dollars in the community.
For reporting, the following Common Outcomes Initiative Model.
Which will be used by all agencies funded by FCSS or United Way, or both funders. This model is a re-organization and clean up from the previous outcomes and indicators developed.
Edmonton FCSS funded agencies and partners can use the data from the Common Outcomes Reporting to: learn about their program successes and opportunities for growth, learn from other programs in the sector, share results with staff, volunteers and participants of the program, and use data and results to tell the story of their impact in the sector with other funders, donors and sponsors.
