At the December 12, 2023, City Council meeting, Bylaw 20702 was passed, establishing the 2024 Independent Council Compensation Committee

Independent Council Compensation Committees were established in 1999/2000, 2006, 2012, 2017, and 2020 to review and make recommendations on Council remuneration. Final reports from each committee are available below.

Annual Salary

Salaries of members of Council are adjusted automatically effective the first pay period of each year. The percentage increase or decrease is calculated using the percentage change in the 12 month average of the Alberta Average Weekly Earnings values from September of the previous year against the same value for the year prior, as reported by Statistics Canada.  This method is based on the recommendations of the Independent Council Compensation Committee.

Members of Council are provided with a Health Care Spending Account in the amount of $3,600 per year. Health Care Spending Account plans are used to cover expenses not covered under other health plans.

Members of Council are eligible for the same health and wellness programs available to City of Edmonton employees including the City’s Employee and Family Assistance Program and the recreation and leisure centre pass discount.

Vehicle Allowance

Members of Council receive a vehicle allowance to offset transportation costs associated with fulfilling their duties within the City of Edmonton and the Edmonton Metropolitan Region.

Retirement Options

Members of Council have the option to participate in the Alberta Communities Pension Plan (ACPP) administered by the Alberta Municipalities Association. 

Twelve percent of the Member of Council’s annual salary is contributed by the City of Edmonton. Participation in the plan is voluntary and optional. Once enrolled in the plan, the Member of Council may not withdraw from the plan until the conclusion of their service.

Members of Council that opt out of the Alberta Communities Pension Plan opt instead to receive an eleven percent contribution by the City of Edmonton of their total annual salary to support retirement.

Optional Savings Plans

Members of Council have the option to contribute to a Tax Free Savings Account (TFSA) administered by the Alberta Municipalities Association. 

Members of Council have the option to contribute to a Group Retirement Savings Plan.

Transition Allowance

Members of Council are provided with a fully taxable transition allowance  upon  the conclusion of their service in office, equal to three weeks of base salary for each year served, to a maximum of 39 weeks

Parking

Members of Council are provided with parking permits for reserved stalls in City Hall.

Optional Transit Pass

Members of Council have the option of being provided a City of Edmonton transit pass.

Independent Council Compensation Committee 

An Independent Council Compensation Committee (ICCC) is established at minimum every two Council terms to review and make recommendations on the remuneration provided to Members of Council. This Committee is comprised of public members; no elected officials sit on the committee.
